The collapse of the People's Republic of China was a disaster for its people. Abandoned by a government they had been taught from childhood to obey implicitly, the Chinese people were naturally distrustful toward any form of encroaching authority, especially Maria Yuan's Provisional Government. It was only natural that people's loyalties would turn to alternative, local organizations - including the Triads.
The Triads had always had a nationalist flavor - the general attitude of foreign oppression only served to exacerbate it. In 2020, at a historic meeting in Hong Kong, the leaders of the Triads were gathered by Sun Yingxue, one of the rare female organized crime leaders of China and a proud nationalist. At the 2020 Conference, several of the major Triads agreed to join forces and attempt to revive the organization's original nationalist goals. Their objective was to drive out the Provisional Government and restore a sovereign Chinese nation. Thus, the Golden Dragon Triad was born, with Sun chosen as its leader.
The Triads that disagreed with this decision did not disagree for long. Just as the Syndicate had crushed all opposition two decades before, the Golden Dragon drove all competitors before it, until it had become by far the dominant organized crime organization of China.
Over the past two years, the Golden Dragon has been extending its reach across the ocean to the United States. Most of the former Chinese ethnic gangs in the United States had been absorbed into the Syndicate, and were uninterested in joining forces with the Dragon. The Syndicate, in particular, considered the Golden Dragon a dangerous rival, and attempted to prevent them from gaining a foothold. Nevertheless, the Golden Dragon has started to gain the advantage.

The Golden Dragon is part organized crime syndicate, part terrorist organization. In addition to fighting the Syndicate for control of Mercury, they conduct strikes on government facilities, in the name of gaining independence for China. The Triad's leaders consider themselves revolutionaries fighting a war of independence against the United States.
The Triad is organized primarily into small squads of fifteen rank-and-file members, led by an officer. The Triad's slow shift toward seeing itself as a revolutionary army has led them to use pseudo-military terms for their members. Rank-and-file members are known simply as soldiers, while squad leaders are known as captains. The squad leaders all answer to a Grand General, the leader of the Triad's operations in their area, although the Grand General occasionally appoints "first captains" to conduct large operations that require several squads, on a case by case basis.
Unlike the Syndicate, the Golden Dragon openly embraces supers, and is happy to work with supervillains, who the consider a valuable asset in the fight against the United States. Many supervillains serve openly in the Dragon's rank and file, usually holding the rank of captain.
