Julia was the daughter and only child of Raul Mosquera, better known to the world as Thunderbird, a superhero with the power to control electricity, and his wife Sonia Cruz. Thunderbird, in addition to being one of Houston's most popular superheroes, was a prominent figure in easing race relations in the southern United States in the early 21st century, and a strong opponent of the Houston Cartel's drug smuggling activities.
Julia lacked any kind of superpowers, something her father was accepting of, but Julia always felt disappointed in herself for not being able to follow in her father's footsteps. She instead developed a fascination with the science behind supers, and later studied genetics at Mercury University, specializing in the newly developing field of "metanthropology," the study of metahumans and other supers and the nature of their powers.
However, in 2021, Thunderbird was finally killed by Rafael de la Vega, leader of the Houston Cartel, in a firefight. Julia was heartbroken at the loss, and it shook both her faith and her belief in the ideals her father had strived for. She eventually decided to reject superhero vigilantism, instead joining SWORD to assist in their anti-supervillain efforts.

Doctor Mosquera specializes in genetics - and in particular, in analyzing the powers and weaknesses of supervillains. Despite this, she also studied engineering at MU, and as a result is also a somewhat adept technician and inventor. She is responsible for most of SWORD's specialized weaponry and equipment.
Mosquera is intensely dedicated to her work. She is stubborn and driven, and when working on a project will stay awake for days at a time until it is completed, a dedication which has been described by her staff as "terrifyingly obsessive." Has an unnerving tendency to laugh maniacally when she had a sudden flash of inspiration (the trick is to let it start at the back of your throat and bubble up).
Mosquera does not, however, share the professional standards of some of her coworkers. She is a dedicated anime and manga fan, and her lab is usually littered with DVDs and comic books that her research team wishes she would clean up. Her lab also sports a big-screen plasma TV, which she uses for both briefing field agents on new equipment, and watching DVDs or playing video games in her spare time.
