Backstory: Born and raised on an Okinawa military base, Akatsuki Akito straddled the cultural lines between the two nations from the very beginning.
Unusually gifted in both biology and material sciences, Akito pursued a successful career in biomechanics, having gained a doctorate in the field from Johns Hopkins Medical School. He was, by all accounts, however, some what psychotic, anti-social, and strangely numb to the ethical demands of those around him.
He'd always asked, entirely straight-faced, why 'useless shit' like the Hippocratic Oath existed. To him, the ends always justified the means, and even as he began his lucrative career in DARPA, he was quoted by the media as stating:
'When you add two and two together, you get four. When you add one and three together, you still get four. One and three, two and two, what does it matter? In the end there is four.'
Numerous other oddities peppered his career, for example, he once demonstrated to his peers that he could purify water with a number of simple household items, constructing a simple machine, urinating in it, and offering the resultant water to his boss, insisting that it was pure. When he refused, Akito drank it himself.
Akito's brilliance, however, prevented his job termination early in his life, and he continued to advance through the bureaucracy that was DARPA, constantly feeling hindered by the ethical standards of testing and theory that he was subject to.
So it was no surprise to anyone who knew him that he was overjoyed when a clandestine manila folder was passed to him, one day, signifying that he had received a job offer from the shadowy VEIL organization.
Freed of ethical concerns, Akatsuki joyously designed combat drugs and 'obedience devices' for the agency's psionically sensitive Black-Operations agents, many of whom still carry the devices in their heads. He devised torture devices, and toyed with the development of human embryos, creating vat grown, mentally retarded monstrosities which he used as his own force, albeit clandestinely.
His greatest achievement, however, was the development of the HECATONCHIRE assimilation program, which killed hundreds of subjects-- but one: the legendary subject no. 556. When the program collapsed, along with VEIL, however, Akatsuki was tried with numerous breeches of basic human rights. Unlike his more wealthier compatriots-- he'd always spent his money on his passion, research-- he was unable to buy off the jury, and was forced to flee.
Now in cahoots with the Yakuza, and by extension, the Syndicate, Akatsuki Akito runs the underground network that remains of VEIL. He carries with him still considerable quantities of files in regards to his project, including the specifications for the HECATONCHIRE program, and photo identification of all the hundreds of subjects he used.
Other: The Dr. is not a super, per se, but he operates 'super' level goons, goons slightly above standard human beings.
