Litvinov's parents were Russian Jews who emigrated to New Amsterdam in the mid 1960's. Litvinov himself was born in New Amsterdam and grew up in relative poverty. He finally joined the newly forming New Amsterdam Collective in the early 1980's, more for economic reasons than anything else. As a young man, he studied the art of the thief, eventually graduating to the rank of Vor v Zakone, or Thief in Law, at the age of thirty.
When the Syndicate Wars began in the early 2000's, a young Russian immigrant by the name of Ivan Tsesarsky joined the Collective. Litvinov took the young Tsesarsky under his wing, acting as his mentor and a surrogate father figure.
When Tsesarsky made his move for control of the Collective in 2006, Litvinov shocked the Vory by supporting his former protege despite his violation of the Thief's Code. After Tsesarsky's rise to power, he appointed his father's mentor to act as his lieutenant and ambassador.

Litvinov serves a variety of roles, but he is primarily Tsesarsky's chief diplomat and ambassador. Tsesarsky spends most of his time holding together his criminal empire on the East Coast, and relies on Litvinov to act in his stead in negotiations farther afield. Anyone outside the East Coast seeking to deal with Tsesarsky will be negotiating through Litvinov.
Litvinov himself is a loyal ally, and has no particular goals other than living vicariously through Tsesarsky's success. He does not share Tsesarsky's fondess for the occult or supers, but as a natural consequence of his position carries out most of Tsesarsky's negotiations with such.
Litvinov is a patient and professional man who never allows his personal feelings to influence his bearing - the most he will allow himself his an offhand veiled insult. He approaches every negotiation with a certain resolved dignity. He never travels with a bodyguard - his own combat skills are more than adequate to deal with any potential threat.
