By the 90's, traditional organized crime was almost dead in the United States, made obsolete by the rising wave of supervillains and other new forms of criminal. To the former crime lords of Blackwork and New Amsterdam were on their way out, their empires being torn apart by freaks who wore their underwear on the outside and built giant moon lasers.
In 1998, Don Lawrence Scaligeri, head of the Scaligeri crime family, invited the leaders of nearly three-hundred mafia, camorra, yakuza, mafiya, tong and street gangs to a council in Blackwork. There, he made them a proposition: join him, and survive, or turn against him, and be left behind.
The ninety-nine gang leaders who had already seen the writing on the wall were quick to join Scaligeri in his new venture, but many remained bullheaded in their dogged determination to resist. Those who did soon found that the newly born Syndicate was a more dangerous enemy than any they had ever faced. Scaligeri introduced a new code and a new hierarchy into the Syndicate, as well as new strategies in combating supers, be they hero or villain. The Syndicate Wars of the late 90's and early 2000's were... brief. By 2004, the Syndicate had wiped out nearly all competition, controlling over three quarters of organized crime in the United States.
The only real challenge to the Syndicate's power base has been the rise of the Triads in the United States following the collapse of China. Syndicate men have been ruthless in attempting to drive these new rivals back into the sea. Nevertheless, their power has been waning, as some particularly enterprising gangs break free, old, long-irrelevant or minor organizations begin to work their way into the spotlight once again, and the few organizations that managed to resist the Syndicate's ascendancy begin to sink their teeth into the faltering giant.

Below the Capo dei Capi is the Council of One Hundred, consisting of the leaders of the Scaligeri crime family and the ninety-nine gangs that joined it to create the Syndicate. The Council of One Hundred is the "legislative" body of the Syndicate. They decide its policies, and according to the original treaty, will elect Scaligeri's successor upon his death.
The subsidiary gangs of the Syndicate are vast, encompassing nearly every organized crime syndicate of the twentieth century. They are all, however, very well organized and equipped.
