BUDGET
Budget runs on a scale of minimal, low, standard, and high. Minimal indicates an operation that runs almost entirely out of the pockets of its grunt members, as opposed to running a profitable business or receiving substantial funding from the government or elsewise. Low indicates some funding, but still posses a reliance on donors and membership fees. Standard indicates an organization that can afford to pay its members, as opposed to the other way around. High indicates great levels of funding.
TECHNOLOGY
Technological level runs on a scale of standard, high, and super. Standard indicates an availability of ordinary commercial items, and generally no higher. High indicates milspec equipment, and custom-made resources. Super indicates self-sustained R&D into yet undiscovered and undisclosed fields. It is at this level that organizations may create and combat supers.
NOTORIETY
Notoriety or fame runs on a scale ranging from covert, to obscure, to common, to well-known. Covert indicates an intentional low profile. Obscure indicates an unintentional low profile. Common indicates knowledge at the hands of a passing minute or so of research, while well-known indicates an immediate reaction amongst most people.
