Hazard irradiates everything near him - everything he touches instantly melts from the intense heats his body generates. His body is highly unstable, and shifts in size and shape as he moves and even as time progresses, although it remains vaguely humanoid.
Few things affect him, as he no longer neads to eat or breath, and lacks most discernable anatomy. Extreme cold hurts him.

Backstory:
Professor Derek Wellesey headed a prestigious radiation research clinic that often took grants from the US government far various projects. Wellesey was a competent scientist, but his interests lied deeper in the political aspects of his job. The clinic, and Professor Wellesey in particular, managed to accumulate quite a bit of visibility in the public eye after a breakthrough with gamma radiation that found a potential cure to one of the more common strains of lung cancer.
The US government, of course, saw weapon potential in the research Wellesey was happy to take credit for. Virtually all new weapons research of the time funneled through VEIL, and Wellesey jumped at the opportunity to flex his own political muscles. He put his hands wherever he could fit them, taking every contract he could weasel into and promising the most favorable results he could imagine in unrealistic time frames. After a few successes on some lower-end gamma-radiation weaponization, Wellesey managed to get involved with some key figures of VEIL. He distinguished himself by his complete lack of moral objections and his abject secrecy about VEIL's more hush-hush aspects.
However, it wasn't long before Wellesey's promises started to pile up, and his researchers were not pulling through on time - or even at all. Several projects completely flopped and VEIL started to lose interest in Wellesey. The professor, not content to drift down into the spotlight, started pushing his employees beyond reasonable limits. He made them abandon safety standards, forced long hours and maintained an increasingly hostile work environment, with the intention of finishing a super-soldier project for VEIL that he claimed would use gamma-radiation to make soldiers immune to extreme conditions of heat.
His employees insisted that the project was simply not working by the deadline Wellesey had suggested, but against all common sense, he invited VEIL to the showing anyway. Wellesey put on a show for the VEIL officials, downplaying his scientist's constant objections to the safety of the project. At the climax of the meeting, when the machine was to be shown in action, every one of his employees refused to activate it, so Wellesey activated the radiation engine himself. The radiation plating on the outside disintegrated instantly and flooded the room with ionizing radiation. Everyone in the building was instantly broiled except for Wellesey himself, who's DNA was drastically altered to the point that he became almost insubstantial.
Wellesey, in his confused state, marched through the streets, irradiating or melting everything in his path. His reputation in shambles, and his life inextricably altered, he decided that the only thing left to do was to make the world just like him. He started on a path towards the Diablo Canyon Power Plant, with the intention to cause it to meltdown and flood the area with nuclear fallout. His path first took him through the center of Mercury City, including through the park. Mercury PD, and even the National Guard could do little to little to Wellesey as he walked, slowly but surely, towards San Luise Obispo. He walked through ICBM's and tank artillery the tore up the ground he walked on, but had no noticeable effect on him.
VEIL, on the other hand, had no intention of seeing one of their projects literally blow up in their face, and immediately set out to stop him. With earlier projects that Wellesey had presented to them, along with technology from the hundreds of projects they had running from research labs besides Wellesey's, they used the several days it took Wellesey to walk to Diablo Canyon to regroup and build a freezing warhead. As the missile detonated directly onto Wellesey's head, VEIL was in the midst of spinning the whole endeavor, villainizing the professor as a traitor and a madman. Wellesey, or HAZARD, as the media branded him after VEIL's extended political campaign, managed to survive the warhead - in fact, no one was sure if he could be killed. His heat could be diminished almost completely, but as soon as any heat-suppressers were romoved he reformed from the latent radiation. VEIL went further and developed a chamber that would suppress his heat and powered by a reverse-gamma ray that prevented Wellesey from traveling through. He remains there today.
Other: Hazard is currently being held in the chamber, on a public, but heavily secure and isolated base in Antarctia, where even during a power-outage (which is quite a task on it's own with the dozens of redundant generators), his powers would be significantly diminished, and surrounded on all sides by miles of water. The cold keeps his powers in a suspended state, although Hazard remains in perpetual pain while inside. He does, however, remain conscious enough to be talked to. VEIL, after capturing him, were extremely successful at threatening his continued existence should he try to blow the whistle on VEIL involvement.
He remained quiet after VEIL's dissolution, for unknown reasons, although it's suspected that he's keeping his information as a bargaining chip for future use. It's not uncommon for an idealist government official to be given clearance to talk to him, never with any results.
