The family's well-ordered lives fell apart literally overnight. Her grieving mother gradually turned into an abusive drunkard, and Kacey found herself spending more and more time away from home. She spent several years under child protective services, but absolutely hated it there, even more than living with her mother. One night at the age of 16, she escaped from the facility, stole about half of the family savings, and moved to Florenceville, where she currently lives out of a motel. She enjoys (in both senses of the word) her double life of petty crime as the melodramatically- and inaptly-named "Phantom Rogue", striking irregularly throughout the whole region. I have some questions about the fear ability - it's so undefined despite how powerful it is.
Does every ray create uncontrollable fear? How easy is it to hit with the ray? If she can hit with the ray virtually every time, and each ray causes the opponent to do nothing but run away or curl into fetal position, this becomes an unbeatable power, unless you are in some way immune to fear (or any mind affecting abilities, like Magneto's helm).
Also, does the fear ray make people afraid of her, or just fearful of life in general? I suppose the point is a little moot, since she usually brandishes a knife and all to point the fear anyway.
I just want more definition on this than just "she causes fear."

Also, can anything intercept the ray? If she fires it at me and I'm standing beind a solid concrete wall, will it go through the wall? What about a pane of glass?

Ok, here's some clarification. The power only targets one person at a time, no area effect or anything. She has to have line of sight to the target, and have time to point or gesture at them. (It can probably go through clear-glass windows, but I haven't really decided yet.) Someone moving on foot across a relatively open space is a fair target, barring cover fire or the like. Someone peeking a quick look from behind cover or around a corner isn't long enough to trigger the power. The 'projectile' is probably instant or near-instant.
As for effects, I'd say it depends on the PC's strength of will. How disciplined are they? Are they likely to back down from a confrontation or something they think is a bluff, or respond to it with equal measure? The bank guards were mooks, so they were affected more than a PC might be; the hostage had a knife to his throat which would scare most people, and the power made him start sweating and become more compliant - which is what a scared hostage might usually do.
