As the twins hurried the hostages out toward the patrol boat, Wakeman stepped out onto the deck and watched the approaching gunboat.

For all it's intimidation, the Assault boat was made for river warfare, not the open ocean, and so the heavy waves made the main cannon inoperable unless they wanted to significantly slow down the boat.
The police boats were on the opposite side of the big tanker, so the ASPB had to take a circular course around the tanker to line up it's shot with the police boats. It kept a distance well out of range of any hand weapons, and as it got to the other side of the tanker, the boat slowed to nearly a halt, it's main cannon turning and firing on one boat.
Luck was with the harbor police's favor as wave managed to push the shallow bottom boat just enough to divert the shot so that it exploded only the rear portion of the ship, rather than hitting center mass.

By further good luck, the police boat disabled was not the that one that had been loaded up the hostages and the pair of SWORD sisters. It was enough to prompt the older twin to screw chain of commond and get the hostages out of their ASAP.
"Pilot? I would really suggest you get us out of here with the hostages," Rachel intoned grimly, the efficacy of her request no doubt augmented by the blood-staining her skin, hair, and clothing, "The other boats should cover us so now would be nice."
The boat gunned it's engines and started to weave back for the Mercury Bay Docks at maximum speed, it's sibling police boats providing practical cover and resisting as best they could without instructions from the commanding SWORD Agent.

The ASPB does not follow the fleeing police boats, and the group manages to speed away from the freighter with the rescued hostages, and two african mercenaries in sorry shape.
When a more organized and well-armed coast guard contingent arrives at the freighter, it had been abandoned, afloat, with most of the more expensive commodities missing. How they were transported off the ship in the middle of the ocean remains a mystery.
