She’s been trained in martial arts, marksmanship, and infiltration to put these skills to use as a black ops agent partnered with her twin.

Backstory: VEIL has a long history of creating psychic agents, and when one research director proposed that they arrange for two of their artificially reared creations to ‘hook up’ and have children in the early 1980s, it was greenlit without hesitation, two retiring agents, mind-wiped as per SOP, manipulated into getting married and the woman getting pregnant in short order. The resulting child, a girl named Maria Elspeth, was abducted, tested for psychic talent, and came up disappointingly normal, possessing no trace of active ability even if she did carry the genetic markers for such powers. VEIL closed the books on the project, keeping a cursory eye on Maria as she grew up, more for the sake of completeness than any real hope for spectacular results.
Fortunately for VEIL, it turned out that psychic talent had merely skipped a generation, and in 2005, Rachel and Arella White were born, the children of the newly-wed Maria White, their father a used car salesmen from Kentucky. They registered psychically positive to every long-range test, and at age five, their parents were killed in a seeming accident and the twins taken into secret custody, subjected to training and reorientation, the hoped-for end result a pair of absolutely-loyal operatives to use against the enemies of the United States, foreign and domestic. The tests and simple missions the twins were set through growing up indicated good signs for their future with VEIL, an unqualified success in the making, the twins to go active after their 16th birthday.
Then the Mercury Bay Massacre happened, and in the resulting chaos, Project: Anei and Hokori was one of the first things to be uncovered by the investigators. The sisters were captured and taken into FBI custody, seen as dangerous victims of a mad program, extensive work put into breaking their loyalty to VEIL and restoring something of normal personalities into the close-knit sisters. These effort have been aparently successful, Rachel and Arella apparently ’normal’ as one might expect given their warped upbringing and recently put to work as on-call SWORD Agents should the regular personel want the back up, even if the FBI is watching very closely for any signs of backsliding into their more ruthless behaviors and loyalties that might occur.
