Costume description: trenchcoat (or light jacket, possibly seasonal), dark jeans, police vest, sidearm (with non-lethal and lethal modes), gloves, "higher-tech" visor/HUD (hides identity; allows night vision, telescopic vision, see whether people are armed, stuff like that)
Powers/Abilities: Teleportation - details: must be intimately familiar with the destination (e.g. his home) or viewing the physical location when teleporting (e.g. line of sight, or live feed on TV, but not a photograph.) The process takes a few seconds of concentration, and the teleport is instant. It creates a breeze, but no sound or visual effects, from the displaced air at both ends of the teleport. Whether or not there is a maximum distance remains unknown.
Typical police training, decent stealth. Rarely, may use a fancy gadget (e.g. an electronic security hacker/disabler) borrowed from the station.

Backstory: Born an only child, currently single, middle-class income, basic university education.
Somewhat traditionalist, refuses to use his power in his civilian guise if at all possible, despite the general acceptance of supers in everyday life and in the police force. His power is only known to some of his childhood friends, in all possibility none of whom remember him anymore. Dislikes that the police force is openly hiring supers for active duty. Tends to avoid attention and long-term friendships/relationships for the freedom it grants his activities, but is certainly tempted to settle down and start a family, given his age.
Having been an officer in Mercury for several years, he became acutely aware of the limitations of the law, and the utility of his power, on a particular case that took him to Blackwork City. (He and his partner had walked straight into a trap and were surrounded, and his partner was shot and killed by the bad guys, when he teleported back to his home.) What had previously been a childhood curiosity suddenly opened up a world of opportunity, something he is still not completely comfortable with, nearly half a year later.
After the incident, he scaled back his work duties to part-time so that he could focus more on his vigilante activities (after all, crime in Mercury is well under control already.) Sometime between then and the present, he started using a visor which, several years ago, he had claimed from obsoleted evidence that would otherwise have been thrown out. On subsequent visits to Blackwork, he found an abandoned property to use as his teleport location, and over time has familiarized himself with the areas around the makeshift base. His abilities, training, and equipment give him a needed advantage, as Blackwork is quite a different environment than Mercury.
Other: Standard MO is to leave criminals handcuffed to a convenient, visible spot along a patrol route; will not take a life unless an innocent's life (or his own life, however unlikely) is threatened. Usually does superhero business during the evening, maintaining a normal life schedule.
